Evangeline Linkous

Ph.D. Area of Study: Growth Management

Evangeline "Van" Linkous is a Doctoral Candidate interested in growth management.

The working title for her dissertation is Using Transfer of Development Rights to Manage Growth: The Adoption and Performance of Transfer of Development Rights Programs in Florida. For her dissertation work, Van was honored as a Lincoln Institute of Land Policy Graduate Student Fellow for 2008-2009.

Van is a Planning Analyst at the Delaware Valley Regional Planning Commission, where she serves in the Division of Smart Growth. In this capacity, she serves as Project Manager for a major transit-oriented development project in the Greater Philadelphia area, directs a number of sustainability and smart growth initiatives, and is co-authoring a study on barriers to municipal adoption of transfer of development rights programs in New Jersey.

Van has a Masters of City and Regional Planning from the University of Pennsylvania and a Bachelors of English from New College of Florida.
