Kuma (Xiaoyi) Luo

Kuma Luo is a Master of City Planning student at the University of Pennsylvania, concentrating in Smart Cities. She earned her Bachelor of Arts in Geography from Mount Holyoke College, where she developed an early interest in spatial analysis and the built environment. Her work explores the intersection of data science, urban equity, and sustainable infrastructure.

Throughout her time at Penn, Kuma has engaged in studio projects ranging from a neighborhood revitalization plan for East Parkside, Philadelphia, to designing climate adaptation strategies for extreme heat in Boston. She also contributed to a Smart Cities Practicum focused on estimating unobserved bicycle activity in Washington, DC. These experiences reflect her commitment to using spatial tools and design thinking to address real-world urban challenges.

Fluent in ArcGIS Pro, R, Python, and AutoCAD, Kuma integrates technical precision with a deep awareness of social and environmental issues. Her work is driven by a desire to make cities not only smarter, but fairer and more resilient.
