Optimizing Entitlement Assistance Outreach to Homeowners
Many Philadelphia homeowners who meet the eligibility criteria for the Homestead Exemption program have not enrolled—often due to shared demographic barriers or unresolved property ownership issues. By analyzing over 580,000 properties and more than 20 variables, we identified common characteristics that may limit access to this critical tax relief. In collaboration with PhillyStat360, we developed an XGBoost-based predictive model to identify 75,708 properties likely eligible for the exemption but not currently enrolled. Through spatial analysis and feature comparison, we proposed three targeted outreach strategies—Direct Mailing Campaigns, Door Knocking, and Community Partnerships—offering more cost-effective and impactful alternatives than citywide mailers. Our interactive dashboard helps visualize each property’s eligibility, outreach cost scenarios, and potential benefits, enabling the City to prioritize resources and empower residents to claim the financial support they deserve.
