ISC is reporting issues with O365 which is also impacting email services:
Microsoft is investigating an issue that is affecting Microsoft 365. This issue is widespread and not specific to Penn.
ISC is aware and closely monitoring the situation. We have received reports of mailbox delays and an inability to access email via both Outlook and Outlook on the Web.
