Beginning with the Spring 2016 semester, the Kleinman Center for Energy Policy at PennDesign will offer a Certificate in Energy Management and Policy. This certificate draws on the interdisciplinary nature of energy policy education at Penn, and draws from a comprehensive set of courses from five of the University’s twelve schools, with a foundational offering in the School of Design. The certificate is intended for professional graduate students currently enrolled at the University interested in adding an understanding of energy policy to their list of educational qualifications.
"Energy plays a critical role in our daily lives, though its production and use carry inherent economic, national security public health and environmental risks," says Mark Alan Hughes, Kleinman Center Director and PennDesign City and Regional Planning Professor of Practice. "The complexity of these multi-facted and interrelated issues is constantly evolving and requires that decision makers understand the energy industry and are educated in quantitative reasoning and analysis."
Led by Hughes, the faculty includes: Matthijs Bouw, Lecturer, PennDesign Landscape Architecture, and Founder, One Architecture; Tom Daniels, Professor and Interim Chair, PennDesign City and Regional Planning; Alan Greenberger, Deputy Mayor for Economic Development and Planning and creator of the "Philadelphia2035" Comprehensive Plan; William Hederman, Senior Advisor to the Secretary for Energy Markets, US Department of Energy; Anna Mikulska, Energy Scholar, Baker Institute's Center for Energy Studies; Ellen Neises, adjunct associate professor, PennDesign Landscape Architecture; Howard Neukrug, Water Commissioner for the City of Philadelphia’s Water Department and creator of the "Green City, Clean Waters" plan.
The curriculum draws on courses and faculty at Penn Design, Law, Wharton, Engineering (SEAS), and Arts and Sciences (SAS) and includes: Introduction to Energy Policy; Environmental Planning and Policy; Designing with Risk; Economic Analysis in the Public Sector; Risk Analysis and Environmental Management; Energy Markets and Policy; Regulatory Law and Policy; Energy Law and Climate Change.
The certificate is available to all of Penn’s graduate students, but is aimed at those in the following programs: PennDesign's Master of City and Regional Planning; Wharton's MBA; Law's JD; Law's Master in Law; SAS's Master of Public Administration; SAS's Master of Environmental Studies; SAS's Master of Applied Geosciences; and SEAS's Master of Mechanical Engineering and Applied Mechanics. The certificate is designed to complement the curriculums of these programs by providing an understanding of relevant topics in energy policy and the analytic skills necessary for policy development and implementation. Recipients will be well-suited for work in government organizations, think tanks, and NGOs.
